Storm Water Pollution Prevention

Leslie Mink, Project Manager at Plumas Corporation, is certified as a Qualified Storm Water Pollution Prevention Plan (SWPPP) Developer (QSD) and Practitioner (QSP).  Plumas Corporation is pleased to offer affordable services for creating, revising, overseeing and implementing a SWPPP for construction and industrial sites.  

Do I need a SWPPP?

The California State Water Resources Control Board administers a Storm Water Program to minimize storm water pollution from municipal, construction, and industrial sites.  Construction projects that disturb one or more acres, or are part of a larger project that disturbs one or more acres, are required to obtain coverage under the Construction General Permit for Discharges of Storm Water Associated with Construction Activity Construction General Permit Order 2009-0009-DWQ.  Coverage under the permit requires a SWPPP, which must be developed by a QSD.    

The Industrial Storm Water General Permit Order 97-03-DWQ (General Industrial Permit) regulates discharges associated with 10 broad categories of industrial activities. The General Industrial Permit also requires the development of a Storm Water Pollution Prevention Plan (SWPPP).  After July 1, 2015, the SWPPP must developed by a Qualified Industrial Storm Water Practitioner (QISP).

Can I prepare a SWPPP myself?

California requires that all SWPPPs be prepared by a Qualified SWPPP Developer, and implemented by a Qualified SWPPP Practitioner.  For more information about California’s Storm Water Program visit  http://www.waterboards.ca.gov/water_issues/programs/stormwater/.
